Industry of business: If you are a financial institute or law firm, you need to get most of systems just to meet compliance and make sure information systems are secure more than other industries. Depending on your industry you might need different aspects of IT setup, taking a example in construction you will want to have better access and connectivity from most remote locations, in manufacturing look for speed of systems, business services client information access over a good CRM or others.

Considering all the four factors above you can have a reliable IT setup in-house or cloud. While choosing your systems if you have global presence or multiple locations centralization should be focus which can be achieved easily over business cloud, or even have your own systems setup to be accessible across locations. Just adds a little overhead of strong IT essentials and processes to meet your needs.
